Track OAuth2 Client Secret Changes
In Settings -> API Access, if a user today regenerates the Client Secret, other API users have no way of knowing when the Client Secret was last changed or who changed it. I propose that we have that information tracked at least for the most recent regeneration so that we can see who exactly regenerated the Client Secret and when they did it.
