Make Workflow a binary permission
Add the support for non-admins (those who are not in the Administrator Group) to be able to access and edit the Workflow tab.

We introduced a new group permission for Workflows. To manage this, you would go to a group, click the settings icon, and then toggle the Workflow permission (listed under "Management permissions"). This allows administrators to grant or revoke full access to Workflows for the entire group of users.
