Allow bulk "take ownership", and "complete"

Be able to check boxes within list of forms and use the "bulk actions" menu to either take ownership or complete.

    This seems like a pretty big missing component. The other application would be to assign forms to a new user when the owner user is being deactivated. Right now you can deactivate a user and have all their open forms sitting there tied to their account forever
