Make Workflow a binary permission
Add the support for non-admins (those who are not in the Administrator Group) to be able to access and edit the Workflow tab.

Allow/Don't Allow deletion of draft forms
Add permission controls to the ability to delete draft forms. This also included the ability to only delete a form if it is in draft status, but not if it is in completed status.

Add a group permission for updating a Template's Version
This permission could be toggled on the group settings page for non-admin users.
Note: The user would still need to own the form and this can only be done on the web app.
