All Techs Should Be Able To Choose LOTO Forms Whenever

I cannot preview/pick out my own LOTO unless it's through a JSA. As a tech 2 who leads my own crews, I should be able to select a new LOTO form. Tasks of jobs change and I should have the tools readily available to me when those changes happen. Thanks.

    We need a preview of the LOTO before it is selected on the JSA, currently we cannot actually view the LOTO until it is opened after the JSA is approved and we are ready to work. This will provide better understanding for all technicians involved in the task and allow everyone to get on the same page for what will need to be done for LOTO to work safely.
